Knox City Council is preparing a plan to improve the Stud Park Major Activity Centre in Rowville. Information about the Stud Park Shopping Centre Structure Plan (Stage 1) and the Stud Park Structure Plan (Stage 2), which was completed in 2007, is outlined below.

Based on what you told us in early 2009 and additional research and analysis work, a more detailed draft Stud Park (Stage 2) Structure Plan has now been prepared. It contains a vision for the future and a set of directions to achieve the vision. These are shown on maps and in words.

Paper copies of the draft Plan are available for viewing at:
 
 Rowville Customer Service Centre, located in the Stud Park Shopping Centre.
 Rowville Library, located adjacent to the entrance of the Shopping Centre.

Right now, we’re looking for your feedback on the draft Structure Plan. You can comment in the following ways:

1. Speak with Council officers:

Make an appointment with Council officers. You can ask questions and provide direct feedback.

When: Tuesday 10 November between 3pm and 8pm, or Wednesday 11 November between 9am and 5pm.

Venue: Knox Civic Centre, 511 Burwood Highway, Wantirna South.

Why prepare a plan?

The main reason for preparing the plan is because we know that the area is changing. For example, we know that by 2031, it is expected that 1300 new houses will be needed in Rowville as there will be fewer young families, more couples without children and more lone-person households.

Stud Park has been recognised as a Major Activity Centre in the State Government’s planning blueprint for metropolitan Melbourne: ‘Melbourne 2030’. Activity centres throughout metropolitan Melbourne are expected to accommodate a greater variety of activities and more intensive development because of their good access to services and infrastructure.

To do this we undertake a process called ‘structure planning’. This involves understanding the unique features of each centre, then preparing a plan to determine how and where development should occur, and ways to improve services and facilities in the area, taking into account your feedback and our research.
 
Where is this happening?

Structure planning for Stud Park is being completed in two stages. Stage 1 applies to the Stud Park Shopping Centre, while Stage 2 will include a much broader area around the Shopping Centre. Use the link below to view the project study area.

The Stage 1 Structure Plan was prepared by consultants for the owners of the Stud Park Shopping Centre. Following extensive community consultation (and changes as a result of input from local residents, businesses and other key stakeholders), Council endorsed the final Stage 1 Structure Plan in December 2007. The Plan will be implemented in stages over the next 20 years. Use the link below to view the Plan.
 
What can a structure plan do?

A structure plan is a long term plan to 2030 that takes many years to implement. It is important to understand that a structure plan can only deliver so much. It explains the type of land uses, level of activity, form of buildings and access arrangements that will be encouraged by the City of Knox in the future to 2030. A structure plan does not mean development will automatically happen as set out in the Plan. Rather, it will be used by Council:
 
 To assess planning permit applications and requests to rezone land when private landowners wish to redevelop their land.
 When preparing capital works budgets to implement public works.
 To help guide the delivery of community services.
 

A structure plan helps the local community understand how the area is likely to change in the future. It will also help developers understand the development opportunities and constraints that exist, and assist Council and other government agencies to coordinate infrastructure improvements.
 
Based on your feedback, the proposed vision for the future is:

In the year 2030, the Stud Park Major Activity Centre will be a place:
 
 Where people of all ages can choose to live for their whole lives because of the variety of housing sizes and types.
 With a diverse mix of shops and services that meet the community’s needs.
 With more local employment opportunities.
 With a thriving ‘community hub’ where people of all ages and interests can get together.
 Known for the beauty of its leafy landscape setting and spectacular views to the Dandenong Ranges and surrounds. With high quality, innovative and sustainable buildings.
 With good access for all people, in and through the area.
 With vibrant, attractive public spaces where people can play and relax.
 

What has happened so far?

Planning for Stage 2 commenced in early 2008. Research and analysis of the project study area was undertaken by Council and its specialist consultants. Work included an analysis of current policy, future population trends, social needs, transport and access, retail and commercial needs and the current built form.

“Visioning” was undertaken in mid-2008, with the local community and key stakeholders giving us ideas on how Stud Park should look, feel and function to 2030. Thank you to everyone who participated in the Visioning Workshop (use the link below to view the notes from the Workshop), visited us at the Stud Park Shopping Centre, Rowville Community Centre and other local venues, and completed our questionnaires. Based on the research and analysis and your feedback, a vision for the future use and development of the Centre and ideas to achieve the vision was prepared. This is presented as an ‘Ideas Booklet’ (use the link below to view this). During February-March 2009 you gave us your feedback on the ideas. Thank you to everyone who participated in the Open House, visited us at local venues and completed our questionnaires. Feedback on the draft Stud Park (Stage 2) Structure Plan is being sought during October-November 2009.
