Preschool Offers

Offers will be processed using the Knox Early Years Services (KEYS) Online system, according to the Priority of Access Policy and Procedure

Families that have not yet supplied Knox Preschool with an email address for their preschool application, will receive a hard copy form in the mail which needs to be returned to Knox City Council.

Knox City Council has a Central Registration process used to allocate places at preschools that are managed by Council.

Offers Process

In KEYS Online you will be able to see if your child has been offered a place.

The status can show Offer or if the status is showing Wait Listed this means that your child has not received an offer during this round of offers.

Knox Preschool runs multiple rounds of offers from August to January.

I have been Offered a Place

How do I accept my offer?


You can accept your offer by going to KEYS Online and logon using your email address and password. In the Main Page, you will see the offer that you have received and you will need to respond.

What happens when I accept an offer?


If you have received an offer and choose to accept it, you will secure a place in that group.

Information about group sessions can be found on the 2020 Group Session Times.


You will be contacted in October by your preschool about orientation day, and general information before your child starts preschool.

In December you will receive an invoice for the first instalment of the Preschool fees.

If you hold a current Subsidy Card or Eligible Visa and have not updated your details, please contact preschool@knox.vic.gov.au

What happens when I choose to defer an offer?


If you choose to defer your child's offer, your child's registration will be transferred to the following year.

What if I decline an offer?


You may wish to decline the preschool place offered. In this case, your child will be Wait Listed until the following round of offers (in approximately 4 weeks). Offers will depend on vacancies at that time.

Funded Preschool Placement

The Victorian Government provides funding to support all children to access a high quality preschool program in the year before they start school. The funding is a contribution towards meeting the costs of the preschool program.

Your child can only be funded for a preschool place at one service at a time and only for one year (unless your child is assessed as being eligible for a second funded year by your child's preschool teacher).

If your child will be attending another children's service that offers a funded preschool program, you must tell that service that Knox City Council Preschool Service will be claiming funding for your child.

I have not been offered my first preference

The first round of Preschool offers only looks at families first preferences.

Knox City Council's second and subsequent rounds of offers looks at all preferences you have selected. If your child has not been offered a place, they will remain Wait Listed until the next round of offers (approximately 4 weeks) at which time all preferences will, again, be taken into account.

If you wish to accept the offer you have received, you can accept your offer by going to KEYS Online and logon using your email address and password. In the Main Page, you will see the offer that you have received and you will need to respond.

If you do not wish to accept the offer, you can Decline via KEYS Online. Your child will, again, be Wait Listed until the next round of offers (approximately 4 weeks).

For the next round of offers, the system will allocate a place according to the information on your registration. Therefore, if you wish to either, change the order of any of your Preschool Preferences and/or add/remove preferred groups, you will need to list them in order preference, via KEYS Online.

What if I do not receive an offer?

If your child has not received an offer they will remain Wait Listed until the next round of offers (in approximately 4 weeks), when you will again be contacted by Knox Preschool Services.

Your child may not receive an offer for various reasons, such as:

  • All the groups you have selected have no vacancies at this stage
  • You have only selected one group which has no vacancies at this stage
  • We do not have your most up-to-date information, such as email
  • You may not have registered your child

You can, at any time, change the order of any of your Preschool Preferences and/or add/remove preferred groups, listing them in order of preference, via KEYS Online.

I registered at birth but did not get an offer

Priority of Access criteria is used to ensure fair, equitable and transparent allocation of Preschool/Kindergarten places for all eligible children where there are more families than places available.

This recognises State and Commonwealth Government requirements and incorporates local area criteria prioritising families in Knox City Council.

The previous system placed priority on a family’s date of registration for a child, however new legislation means Council must consider factors other than the date of registration.

Where am I on the Wait List?

Council is unable to advise you of where your child is on the waiting list.

A child's position on the waiting list is constantly changing, depending on new registrations, whether other families accept places or whether they choose to decline and go back on the waiting list.

Council has an extensive process to continually ensure all registrations meet the Priority of Access criteria.
