| Council is, in most cases, the Responsible Authority for the management of stormwater runoff for the municipality.
Each property is allocated with a location to direct their stormwater drainage - typically this location is situated at the point where your stormwater discharges into Council’s drainage infrastructure.
This drainage point is called the property's 'Approved Point of Discharge'. All drainage issues beyond this point are the responsibility of Council.
It is the property owner’s responsibility to ensure that the stormwater drainage infrastructure within their property is maintained and operational. This means that stormwater drainage from the resident’s property is their responsibility right up until it reaches a point of connection with Council’s drainage infrastructure, including if the property's stormwater drains to the roadside kerb. | |

| Council has a duty to inspect, maintain and repair Section 3 as illustrated in the figure above. Section 3 will be inspected for hazards and maintained to specified service levels.
Council does not have a statutory duty to inspect, maintain and repair Sections 1 and 2. Household drainage (including tapping) is the responsibility of the resident to construct (to Council standards), alter and maintain. Council is not required to inspect section 1 and 2 for hazards. These assets are not required to be maintained to specified service levels.
Drainage pipes and pits located within drainage easements in private properties are Council assets. Connection from a residential building to Council's drainage system or kerbing is the responsibility of the resident to construct (to Council standards), alter and maintain at their cost.
It is recommended that a licensed plumber be engaged to resolve internal drainage issues. Should these works continue into the road reservation, or possibly require access into Council’s easement drain, then a Road Opening Consent (Road Opening Permit) will be required.

Enquiries relating to drinking water pipes or sewerage pipes are the responsibility of South East Water. They can be contacted on 132 812.
Enquiries relating to properties which are not on a sewerage or water reticulation system, such as septic tanks or alternative use of grey water, can be directed to Council's Health Department on 9298 8000
