| Council on occasions receives requests from community groups asking Council to provide support to the community group through the guarantee of a loan or other borrowings. The "Guarantee of Community Loans by Council" policy identifies a number of issues and factors that are considered by Council in evaluating any requests to guarantee a loan, including any benefits that may be available for Knox citizens, any financial risk to Council as well as other general considerations.
As a guiding principal, Council will not undertake to provide guarantees for loans or other borrowings taken out by community or other organisations within Knox unless there are exceptional reasons and benefits to the Knox community in doing so. In all circumstances, Council will only consider provision of a guarantee where Council has ownership of the asset.
