Chronology of Council Decisions for Amendment C141

Council meeting 27 February 2017


At the 27 February 2017 Council meeting, the rescission motion to Council’s decision on 23 January 2017 for Amendment C141 (Upper Gully Strategic Plan) to adopt the Strategic Plan, Implementation Plan and supporting technical documents, but abandon Amendment C141 was put forward and lost. Therefore, Council’s decision at its meeting on 23 January 2017 to adopt the Upper Gully Strategic Plan and abandon Amendment C141 stands. The Minister for Planning has been notified of Council’s decision to abandon Amendment C141.

Council meeting 23 January 2017


On 23 January 2017, a report on the independent Planning Panel considerations and recommendations for Amendment C141 (Upper Gully Strategic Plan) was considered by Council. At that meeting, Council decided to adopt the Strategic Plan, Implementation Plan and supporting technical documents, but abandon Amendment C141. However, a rescission notice was lodged to have this matter voted on again at the next Council meeting on 27 February 2017.

Council meeting 26 July 2016


At the 26 July 2016 Council meeting, a rescission motion for the Upper Gully Strategic Plan – Amendment C141 was put forward and lost. Therefore, Council’s decision at its meeting on 28 June 2016 stands.

Council meeting 28 June 2016


On 28 June 2016, a Notice of Motion was presented to Council for a revised Building Heights and Setbacks Map for Amendment C141. In general, the revised map identifies maximum building heights of three storeys (12 metres) in the central core area, and two storeys (8.5 metres) for the outer eastern and western areas and north of Burwood Highway within the Upper Ferntree Gully Activity Centre. Council also resolved to refer this to an independent Planning Panel that will be appointed by the Minister for Planning. This motion was successful however, a rescission notice was lodged to have this matter voted on again at the next Council meeting on 26 July 2016.

Council meeting 24 May 2016


On 24 May 2016, Council considered the various matters raised by the 344 submissions received during public exhibition of the modified Amendment C141; and draft Upper Gully Strategic Plan (December 2015) undertaken from 8 February to 29 March 2016. Council resolved that further research and analysis of the height, design and associated issues and consultation be undertaken with relevant stakeholders with a report to be presented at a future Council meeting.

Council meeting 24 November 2015


On 24 November 2015, Council considered the draft Upper Gully Strategic Plan (October 2015), which recommended a maximum two storey (8.5 metres) building height across the Activity Centre. Council resolved to seek authorisation to exhibit Amendment C141; and that the draft Strategic Plan (October 2015), and Amendment C141 be modified to allow for a three storey (12 metres) maximum building height for the outer eastern and western areas south of Burwood Highway in the Upper Ferntree Gully Activity Centre.
