609-621 Burwood Highway, Knoxfield - Rezoning & Development Plan (C160 2018)

The State Government has announced a rezoning for land at 609-621 Burwood Highway in Knoxfield. The Minister for Planning approved Amendment C160, which was gazetted on 8 November 2018, and changed the planning provisions for land on the north-west corner of Burwood Highway and Scoresby Road. The area earmarked for future development is also within the Knox Central Activity Centre boundary.

The land has been identified as surplus to Victorian Government requirements and will be developed by Development Victoria for residential, commercial and retail uses.

In order to facilitate this development, the Minister for Planning has applied a new Comprehensive Development Zone (CDZ) and associated Comprehensive Development Plan (CDP) to the site. The previous zone for the site was a Public Use Zone – Other (PUZ7). The Minister for Planning has also varied the location of the existing Environmental Significance Overlay (Schedule 2) and Land Subject to Inundation Overlay that currently apply on the site.

Any future planning permit application for the development of the site must be undertaken in accordance with the requirements of the CDZ and CDP and other planning controls that apply to the site.

The Amendment - C160

The Minster for Planning is the Responsible Authority for the Amendment (known as C160). The Amendment documentation and contact details are available on the Department of Environment, Land, Water and Planning website.

Government Land Planning Service

Amendment C160 was processed through the Government Land Planning Service, formerly known as the Fast Track Government Land Service.

The Government Land Planning Service is a State Government initiative to deliver changes to planning provisions on land owned by the Victorian Government.

Council’s Submission

Council prepared a submission into the Government Land Planning Service alongside many other members of the community. Council’s submission was based on Amendment C149 and the Knox Central Structure Plan (adopted at the 9 October 2017 Strategic Planning Committee meeting). View the meeting minutes.

The Government Land Standing Advisory Committee made recommendations for this site directly to the Minister for Planning, following its review of submissions from the community and Council in February 2018.
