General Provisions Local Law

Council adopted the General Provisions Local Law of 2010 in May 2010. This Local Law was adopted following an extensive review and consultative process. The Local Law came into operation on Thursday, 1 July 2010.

A review of the Local Law was undertaken by Council in 2014/15 and Council adopted the General Provisions (Miscellaneous Amendments) Local Law 2015 on 24 March 2015 which came into operation on 1 May 2015.

A brief overview of the application of this General Provisions Local Law is provided below. The objectives of the Local Law are to provide for:

  • Safe and fair use and enjoyment of public places
  • Safe and fair use of roads
  • Regulation of street activities
  • Keeping and control of animals
  • Fair and reasonable use and enjoyment of private land
  • Protection of Council assets
  • Control of building sites
  • Uniform and fair administration of this Local Law

Public Places

  • Behaviour
  • Trading activities
  • Alcohol
  • Independent collection bins
  • Collections of money
  • Vehicle crossings
  • Property numbers
  • Vehicles in public places
  • Camping/temporary dwellings
  • Obstructions - public place
  • Shopping trolleys
  • Bulk rubbish container and/or skip bins
  • Flying of model aircraft


  • Keeping of animals
  • Excrement
  • Animal and/or bird noise and odour

Public Property - Amenity

  • Condition of land
  • Environmental weeds
  • Machinery or vehicles on land
  • Open air burning
  • Heavy and/or long vehicles
  • Obstructions - land
  • Noise
  • Alarms
  • Bees
  • European wasps
  • Rats and mice
  • Tree and vegetation protection
  • Recreational vehicles and trail bikes
  • Drainage of properties

Waste Collection Service

  • Domestic garbage
  • Recyclable goods
  • Hard garbage
  • Green waste (not in Council supplied bin)
  • Green waste bin
  • Disposal of disused refrigerators and other compartments
  • Interference with hard garbage
  • Screening of bins and receptacles
  • Depositing of waste at the recycling and waste centre
  • Non Council domestic waste services
  • Commercial waste
  • Suspension of services

Council Assets and Building Sites

  • Building sites
  • Defacing/damaging land and assets
  • Trees and plants in public places

The Local Law also provides for the administration and enforcement of the various provisions.

The Local Law has been assessed against the National Competition Provisions as well as the Charter of Human Rights and Responsibilities Act.

Detailed Administrative Guidelines have also been developed to support the operation of the Local Law.
