When and How to Pay Your Rates

When are my rates due?

Rates are a charge on the property and can be paid either in full or by instalments on or before the following dates:

Payment in full must be made by 15 February 2020.

Interest will be charged on all amounts outstanding after 15 February 2020 calculated at 10.00% per annum (per the Victorian Government Penalty Interest Rates Act) until paid in full.

Payment by Four (4) Instalments - due dates as follows:

  • 1st Instalment - 30 September 2019
  • 2nd Instalment - 30 November 2019
  • 3rd Instalment - 29 February 2020
  • 4th Instalment - 31 May 2020

After paying your 1st instalment by the due date, subsequent instalment notices will be forwarded at least 14 days before the due date of each respective notice.

Your 1st instalment including arrears must be paid in full on or before 30 September 2019.

Interest will be charged on all amounts outstanding after each instalment calculated at 10.00% per annum from the due date of that instalment until paid.

Payment by Nine (9) Instalments - due dates as follows:

  • 1st Instalment - 30 September 2019
  • 2nd Instalment - 31 October 2019
  • 3rd Instalment - 30 November 2019
  • 4th Instalment - 31 December 2019
  • 5th Instalment - 31 January 2020
  • 6th Instalment - 29 February 2020
  • 7th Instalment - 31 March 2020
  • 8th Instalment - 30 April 2020
  • 9th Instalment - 31 May 2020

It is important to note that if you wish to qualify to pay by nine (9) instalments then:

  • NOTE: Instalment Notices will NOT be issued as a reminder prior to the instalment due date.
  • Your 1st instalment including arrears must be paid in full on or before 30 September 2019.

Payment Options

Internet

  • Your Rates Assessment Number is shown on the front of your rates notice.
  • Please note all payments made by credit card (MasterCard or Visa only) will incur a 0.4% charge to enable Council to recover the cost of merchant fees charged by banks for credit card transactions.

Direct Debit – Registration and Amendment

  • This is available for payment in full, or by 4 instalments or by 9 monthly instalments.
  • You can register online to pay your rates by direct debit nominating your credit card or bank account details. Use the property address and rates assessment number details as shown on the front of your rates notice.
  • If you have an existing direct debit arrangement with Council, you can use this online facility to update or amend your arrangement details. Amendments/changes should be notified seven (7) days prior to the due date.
  • Please note all payments made by credit card (MasterCard or Visa only) will incur a 0.4% charge to enable Council to recover the cost of merchant fees charged by banks for credit card transactions.
  • If you wish to cancel an existing direct debit please go to Online Service Requests: Rates and Valuations, Cancel My Direct Debit, Rates Direct Debit Cancellation Request, using the rates assessment number shown on the front of the rate notice. Cancellations should be notified 7 days prior to the due date.

BPAY

  • Please contact your participating bank or financial institution for details on how to make a payment.
  • Payment can be made from your cheque or savings account.
  • The biller code and Council Assessment Number are shown on the front of your rates notice next to the BPAY symbol.

Telephone

  • Payment by credit card (Visa and MasterCard) can be made by calling 1300 668 153.
  • This method is an automated service, therefore please have your Rates Assessment Number (see front of rate notice) and credit card details ready.
  • Payments can be made 24 hours per day, 7 days a week.
  • Please note all payments made by credit card will incur a 0.4% charge to enable Council to recover the cost of merchant fees charged by banks for credit card transactions to recover fees levied by the bank.

Mail

  • Make cheque payable to Knox City Council and cross it 'Not Negotiable'.
  • Mail payment to:
    Knox City Council, 511 Burwood Hwy, Wantirna South Vic 3152.
  • Receipts will not be issued for payments by mail.
  • Please do not pin or staple your cheque to the notice when returning the payment.

Post Office

  • Please present your account intact with your payment at any Post Office.

In Person

  • Present your rates notice intact to cashier to pay cash or EFTPOS at:
    Knox City Council, Civic Centre, 511 Burwood Highway, Wantirna South.

What happens if I owe arrears?

Amounts owing from the previous financial year may be subject to legal action and are payable immediately. Interest continues to accrue on all outstanding arrears until fully paid.

Section 156 (6) of the Local Government Act 1989 provides that:

Rates, charges, interest and costs are a charge on the land and as such remain a first charge on the land.

Therefore any payment of rates and arrears will be apportioned as follows:

  • Legal costs owing if any; then
  • Interest owing if any; then
  • Arrears owing if any; then
  • Current rates owing.
