The Municipal Strategic Statement (MSS) is one of Council’s key strategic visionary documents. It forms part of the Knox Planning Scheme and provides the overarching strategic directions for land use and development of the City of Knox, and helps achieve the Knox Vision 2025 and the key drivers in the Community and Council Plan.

| The MSS provides guidance on: |
 | Where we will direct new housing |  | How we will promote sustainability and protect natural ecosystems |  | How we will foster and promote economic vitality |  | What improvements are needed to transportation and upgrades to existing infrastructure |

| The MSS must be consistent with the State Government’s strategy for Melbourne known as “Melbourne 2030”. The MSS highlights key issues of importance for Knox and identifies strategies to achieve its vision together with planning controls need to implement these strategies. | |
| When developers, businesses or residents seek planning approval for development projects, the Municipal Strategic Statement is used to provide guidance and direction to Councillors and Council Planners when assessing and making decisions on planning proposals. The Victorian Civil and Administrative Tribunal rely on the MSS to provide the strategic context in deciding whether or not to support a development proposal referred to them for determination. | |
