Visioning Bayswater Activity Centre

The Victorian Government released its metropolitan planning strategy Plan Melbourne 2017-2050 in 2017. It guides the growth of Metropolitan Melbourne to a horizon of 2050 by setting the strategy in relation to jobs, housing, transport, amenity and sustainability. Bayswater is identified in Plan Melbourne as a Major Activity Centre. As such it is expected to provide a suburban focal point for services, employment, housing, public transport and social interaction.

Current Structure Plan

An established suburb located in outer-eastern Melbourne, the Bayswater Activity Centre is a thriving area for people to live, work and play. The Centre includes residential housing, shops, industrial areas, schools, Bayswater train station and Marie Wallace Park (Bayswater Park).

Land use and development of the Centre has been guided by the Bayswater 2020: Bayswater Activity Centre Structure Plan. Bayswater 2020 was adopted by Council in 2005 and is pending a review to reflect and respond to the changes and challenges for the Centre into the future to support sustainable growth, as well as enhance and protect what is important in Bayswater.


Preliminary consultation was conducted during March and April 2020 to understand the key issues and opportunities present in Bayswater. The feedback received will be used to inform planning for the future direction of the project including the preparation of a draft strategy/plan for the Centre. Further opportunities will be provided for community consultation and feedback.
