The Knox Private Hospital at the intersection of Boronia Road and Mountain Highway, Wantirna, is undergoing a substantial expansion which may ultimately make it the second largest private hospital in Victoria (after Epworth Richmond). The Hospital is projected to increase its capacity from 300 beds to around 530 beds.
Plan Melbourne, the State Government’s metropolitan planning strategy, identifies that a health precinct of State significance is located in this area and is centred on the Knox Private Hospital.
As part of the ongoing expansion of Knox Private Hospital, there are various processes which occurred at Council:
Planning Scheme Amendment C132 changed the Knox Planning Scheme by introducing a new Schedule 11 to Clause 43.04 Development Plan Overlay (DPO). A DPO is a form of planning control which requires that a Development Plan be approved by Council prior to a planning permit for buildings being granted. The purpose of the DPO11 is to guide and facilitate the future expansion of the Knox Private Hospital.
Importantly, any future planning permit applications which are consistent with an approved Development Plan will be exempt from public notice and review.
Amendment C132 was exhibited to the community in January 2014. A total of 32 submissions the amendment were received. A Planning Panel to consider submissions to Amendment C132 to the Knox Planning Scheme was appointed under the Planning and Environment Act 1987. The Panel was held on 12-15 August 2014. The Amendment was approved by the Minister for Planning on 5 November 2015.

A Development Plan responding to the requirements of the Knox Private Hospital’s Development Plan Overlay (Schedule 11 to Clause 43.02 of the Knox Planning Scheme) was submitted to Council in December 2015. Council assessed the plan to determine that it complied with the requirements of the DPO11 and approved the plan in October 2016.
