Disabled Parking Permits

The Victorian Government is introducing a new disability parking system known as the Accessible Parking Permit (APP) scheme to create a simpler, consistent and fairer process across Victoria.

Knox Council is one of eight Council’s participating in a Pilot of the new APP Scheme and online system. This means that our residents and organisations who require a new permit, or need to renew or replace a permit will need to apply with the new application process. All Victorian Councils will be moving onto the new scheme in 2021.

Improvements to the Scheme include:

  • Introduction of temporary permits for 6, 12 or 24 months.
  • Increased permit length from 3 years to 5 years for individuals.
  • Introduction of a permanent disability classification, so reassessments are not required for future permit renewals.
  • A new single and secure state-wide permit design that will be used throughout Victoria.
  • The inclusions of occupational therapists, in addition to GPs, to assess your eligibility for a permit.
  • Double Time (green permits) and permits for organisations will continue under the new scheme.

There are two new types of permits available under the Accessible Parking Permit Scheme:


  • Australian Disability Parking Permit – allows you to park in a disabled person parking bay AND park in an ordinary parking bay for twice the time limit specified
  • Victorian Double Time Accessible Parking Permit – only allows you to park in an ordinary parking bay for twice the time indicated by any signage

I have a Disabled Parking Permit (DPP) - what do I have do?

Until your current DPP expires, you do not need to do anything.

Prior to the expiry of your current parking permit, you will receive a reminder letter from Knox Council to renew your permit. This will outline how to renew your permit using the new APP scheme process.

Individuals - How to apply for a new permit or to renew a permit

1. Start your application online


Visit accessibleparking.vic.gov.au to start your application. Once submitted you’ll receive an application reference number via SMS*
*To apply or renew online, you will need to provide a mobile phone number.

If you do not have a mobile phone, please ask your carer, family member or friend who does have mobile phone to help you with your application. All future notifications about your permit will be sent to this mobile phone.

A paper application form is also available for those who do not have a mobile phone – which is available by calling Council on 9298 8000 or by email at communitylaws@knox.vic.gov.au

2. Visit your GP or occupational therapist


Take your reference number to your GP or occupational therapist. Your GP or occupational therapist will complete an online assessment and submit your application.

3. Permit sent to you


If your application is successful, you’ll receive your permit in the mail.

Organisations - How to apply for a new permit or to renew a permit

1. Start your application online


Visit accessibleparking.vic.gov.au to start your application.

2. Get your application reference number


You’ll receive an application reference number via SMS and email.

3. Collect your permit from Council


If your application is successful, you’ll pick up the permit from the Council. You may be asked to bring along supporting documentation when collecting your permit.

Apply to replace an existing permit - individual applicant and organisations

1. Apply online


Visit accessibleparking.vic.gov.au to apply for your replacement permit. Once submitted you’ll receive an application reference number via SMS* and an email.
*To apply or renew online, you will need to provide a mobile phone number
