Amendment C142 - Kingston Links Golf Course, Rowville

What is Amendment C142

Amendment C142 is a proposed amendment to the Knox Planning Scheme and applies to the land known as the Kingston Links Golf Course, 14 Corporate Avenue, Rowville and the adjoining Council Reserve (see map below).

The Knox Housing Strategy 2015 identified Kingston Links Golf Course as a strategic site that could support a mix of residential and local retail uses pending future rezoning. In order to facilitate the redevelopment, changes to the Knox Planning Scheme are required. The proposed planning scheme changes are provided in draft form, so that landowners and the community can provide feedback on the proposed planning controls.

Council resolved to seek permission from the Minister for Planning to exhibit Amendment C142 on 26 June 2017. A copy of the report and minutes are available at www.knox.vic.gov.au

Amendment C142 proposes the following:

  • Rezone the land for residential and public uses.
  • Remove the Land Subject to Inundation Overlay subject to the filling of the site and approval from Melbourne Water.
  • Apply a Development Plan Overlay that would set the requirements for a detailed Development Plan to guide the future development of the site.

Amendment C142 and its supporting documents (including the explanatory report) is available for viewing at the following locations:

  • Department Environment, Land, Water & Planning website
  • At the offices of the Planning Authority (Knox City Council) - Knox Council Civic Centre, Customer Service Building and Planning Counter - 511 Burwood Hwy, Wantirna South VIC 3152 - Weekdays 8:30am to 5pm, except Tuesdays: 8:30am to 8pm
  • Rowville Library- Stud Park Shopping Centre, Stud Rd, Rowville VIC 3178

A community information session was held on Tuesday 14 November 2017 at Kingston Links Golf Course. Council would like to thank the residents and community members that were able to attend.

How can I provide my feedback to Council?

Submissions to Amendment C142 were required to be lodged with Council by 5pm, Monday 27 November 2017. The exhibition period for Amendment C142 has now closed.

Please note that in accordance with the Planning & Environment Act 1987, Council must make all submissions made to Amendment C142 available for public inspection at its office for any person to inspect for a period of two months after the Amendment comes into operation or lapses.

What happens next?

Consideration of the Amendment by a Planning Panel

The amendment was presented to Council at the meeting of 18 December 2017, and Council resolved to appoint a Planning Panel to consider the amendment and submissions received during the exhibition process.

A directions hearing was held on 5 February 2018 and the panel hearing is expected to be held the week of 5 March 2018. If you lodged a submission to Amendment C142 you will receive an invite directly from DELWP.

Information about the development plan

At this stage, the development plan by the Pask Group has not been completed, has not been considered by Council, and is not part of the Amendment C142 process. The final version of Amendment C142 (if approved) will guide and inform the detailed development plan. There will be a separate public exhibition and approval process for the development plan. At this separate exhibition process, you will have the opportunity to make a submission on the development plan which Council will consider in its final determination of the proposal.

Please note that there are no third party appeal rights to the approval of a Development Plan.
