- Rates Investing In Our Community
Your rates help pay for the 34 services delivered by Council to support our community at all stages of life.
Our budget, investing $122.4M in services and facilities for our community, was guided by community feedback from over 1,100 people about your priorities and outlines where your rates are spent.
In a typical year in Knox there are 1.42M library items loaned, 337,000 visits to Knox Leisureworks and 235,000 customer service visits, online requests and calls to Council, including 32,000 hard waste bookings.
Council maintains 64 sportsgrounds, 209 playgrounds, 729km of roads and 39,547 drains, and plants 2,200 trees.
Our Maternal and Child Health services see 4,600 children and immunise 4,400 infants.
We have 6,000 people subscribing to Have Your Say to share their thoughts and provide feedback to help shape Council decisions.
Highlights of the 2025-26 capital works program, totalling nearly $58M, include: $14.3M for local roads, bridges and drains; $13.7M for sports pavilions, sports fields and training; $4.8M for footpaths and bike paths, $4.7M to maintain Council buildings, $4.9M for playgrounds, parks and reserves; and $1.4M for car parks.
Council’s waste charges have reduced by $13.05 for the standard 80L rubbish bin and $17.65 for the larger 120L rubbish bin. This includes a 240L recycle bin, 240L food and garden bin, two hard waste collections and the green bundled waste service.
Average residential rates in Knox continue to be among the lowest in metropolitan Melbourne.
Overall rates revenue will increase by 3% in line with the Victorian Government’s rate cap. Rates are based on independent valuations by the Victorian Valuer-General.
Council has retained the rate rebate of up to $100 for eligible pensioners, on top of the state government’s pensioner rebate.

Emergency Services levy
This year’s rates notices include the Emergency Services and Volunteers Fund levy (replacing the Fire Services Property Levy), which is collected by Council on behalf of the State Government. Council is not responsible for setting the levy.
