Help drive fairer public parking in busy areas

How can we improve public parking in busy areas as our city continues to grow?

We are suggesting some changes to the Knox Parking Policy to support safe, fair and equitable access to public parking in our community. Share your feedback on the proposed changes by 27 May 2026.

The Knox Parking Policy guides how we manage parking restrictions, permits and access while balancing the needs of residents, businesses, and visitors. Since the policy was introduced in 2018, our community has grown, and there are more cars on our roads. It’s time to update the policy to reflect these changes.

What is being proposed?

Proposed changes to the Parking Policy include: 

  • Residential parking permits in high demand areas
    We would like to introduce residential parking permits in high demand areas such as near hospitals schools and major sporting facilities. This will ensure equitable access to parking for everyone including residents, visitors and local businesses, and maintain turnover where space is limited.
  • Simplified residential permit application rules
    It can be confusing for applicants to work out how many residential parking permits they may be eligible for. To ensure a fair and consistent approach for everyone, we are proposing to simplify the system by providing the same standard permit allocation for all new applications.
  • Residential visitor permits
    We are exploring demand for residential visitor parking permits in major activity centres such as around schools and hospitals. We can’t deliver this straight away, but we want to know if this is something that the community would value.

These proposed changes are based on analysis of current parking trends as well as community feedback received via other Council teams that help improve our roads, open spaces, local laws and community facilities.

Other changes

The draft policy has been updated to align with our climate change commitments outlined in the Climate Response Plan and the Council and Health and Wellbeing Plan, and to reflect current parking technologies. As a result, Council is committed to increasing the number of flexi parking (car share) spaces and electric vehicle charging points in public parking areas, and to use parking technology where it supports compliance and promotes fairer access to parking.

Once we’ve received your feedback, we will update the policy, and keep you informed by sharing the revised version.

Council is responsible for improving and managing parking in public areas. Currently, most public parking options in Knox are free and unlimited, but there are areas of limited, paid and permit parking in high demand areas such as near public transport, hospitals, schools and sports facilities.

Private businesses manage paid parking on private land such as Westfield Knox and at The Knox Private Hospital.
