Transformation Governance Committee

The Transformation Governance Committee (TGC) provides independent oversight of technology, cybersecurity and customer initiatives, ensuring strategic alignment and governance excellence.

About the TGC

The Transformation Governance Committee (TGC) is an independent advisory committee to Council. It supports strong governance, transparency and accountability for the Customer and Performance Transformation portfolio, including the Enterprise Resource Planning (ERP) and Core Business Systems Program.

The TGC provides a link between Council, management and key stakeholders. It supports informed decision-making and provides oversight during significant transformation activities.

TGC objectives

The TGC's objectives are to:

  • provide independent advice on the delivery of key Customer and Performance portfolio initiatives, including the ERP and Core Business Systems Program
  • identify strategic risks and advise on how to manage them, and escalate issues to the Audit and Risk Committee when needed
  • oversee and support portfolio governance, ensuring Council resources are used effectively and efficiently
  • provide confidence and transparency that transformation benefits and public value are being delivered, through tracking outcomes and benefits
  • support Councillors with constructive questions and evidence-based advice to strengthen governance and decision-making.

TGC membership

The TGC is made up of independent members and Council representatives, including:

  • the Mayor
  • up to 2 other Councillors
  • up to 3 independent external members.

Current TGC Councillors

The current TGC Councillors are:

  • Cr Kennett (Mayor)
  • Cr Duncan.

External Independent Member requirements

To nominate for the TGC, you must have:

  • senior strategic leadership experience, including relevant qualifications such as an MBA
  • strategic analysis, judgement and strong communication skills
  • governance and risk advisory capability  
  • expertise in key technology, digital and services domains particularly in enterprise transformation and ERP implementation (Tech One would be an advantage)
  • local government insight.

Applicants must not be a Knox City Council employee or an elected member of Knox City Council. You must be over 18 years old.  

Expression of interest

The term for independent external members is 2 years. Applications for the TGC are currently open until 1 May 2026.

The TGC meets every quarter.
