Electric Vehicle Charging Infrastructure Policy

This policy guides how we will manage, install and support public electric vehicle (EV) charging infrastructure on Council-owned or managed land. It aligns with Knox’s Climate Response Plan and supports the transition to sustainable transport to reduce local emissions.

About the policy

The Electric Vehicle Charging Infrastructure Policy:

This policy supports one of the five key directions Caring for and enhancing our natural environment and climate in the Knox Community Plan and Knox Council Plan.

Our vision

To encourage and support the uptake of electric vehicles by developing accessible, sustainable and publicly available EV charging infrastructure across Knox, in line with community needs and climate goals.

How we plan to achieve our goals

Goal 1: Facilitate EV infrastructure deployment

Our aim: Enable community transition to electric vehicles

What Council will do

  • Allow EV chargers on Council-managed land via licence agreements
  • Assess installation proposals case-by-case using defined criteria
  • Prioritise charging stations in accessible, well-lit, activity-based locations
Goal 2: Support site identification for charging infrastructure

Our aim: Guide CPOs to preferred public locations for installation

What Council will do

  • Publish a list of preferred locations (e.g. shopping centres, community hubs)
  • Consult with local businesses and residents on proposed sites
  • Ensure compliance with Australian Standards and planning controls
Goal 3: Ensure sustainable operating models

Our aim: Maintain cost-effective and energy-efficient EV charging systems

What Council will do

  • Require chargers to be powered by 100% renewable energy
  • Capture and report on anonymous usage data
  • Recover costs via usage fees, licence agreements or third-party operators

Our targets

By 2028, we aim to:

  • Help expand the network of public EV chargers across Knox’s priority sites in line with community demand for public charging
  • Power all public charging stations with 100% renewable energy
  • Where possible, ensure public stations meet Australian accessibility standards

We considered several factors when developing this strategy:

  • Australia’s national emissions targets and EV uptake forecasts
  • Community demand and barriers to EV ownership
  • Knox’s Climate Response Plan and local environmental goals

Implementation and reporting
