Homelessness and Rough Sleeping Policy

The Homelessness and Rough Sleeping Policy provides guidance for Council staff and stakeholders on responding to homelessness and rough sleeping in the Knox municipality. 

It sets out Council’s approach to working with people experiencing homelessness, collaborating with partner agencies, raising community awareness, and advocating for social and affordable housing.

This Policy supports Theme 1: Enhancing Community Connection and Theme 6: Planning our future City in the Knox Council and Health and Wellbeing Plan 2025–2029.

Our vision

People experiencing homelessness in Knox are treated with dignity and respect, have access to appropriate services and housing, and are included as part of a safe and connected community.

What we want to do

Goal 1: Support people experiencing homelessness

Aim: Make sure people get support and respect.

Council will

  • Connect people to services for housing and support.
  • Give clear information about help available.
  • Ensure staff respond consistently and safely.
Goal 2: Work with local support groups

Aim: Help people where they are.

Council will

  • Partner with community groups that help people without homes.
  • Provide outreach services to people sleeping rough.
  • Identify gaps in services and ask for more support.
Goal 3: Raise awareness

Aim: Help the community understand homelessness.

Council will

  • Teach staff about homelessness and people’s rights.
  • Share information with the public about support services.
Goal 4: Advocate for housing and services

Aim: Improve access to housing and support.

Council will

  • Work to create more social and affordable housing in Knox.
  • Raise issues about mental health, alcohol, and drug support.
Goal 5: Keep staff safe

Aim: Protect staff when they help people.

Council will

  • Provide safety protocols and guidance.
  • Train staff to respond safely and confidently.

What this means for you

  • You have the right to be safe in public places.
  • You can ask for help from Council or local services.
  • You can call or email Council in your language if needed.

How we check our progress

Council will make sure this policy works by:

  • Checking that staff follow the Policy and Procedure.
  • Working with partner organisations and reporting on activities.
  • Sharing information with the community about services.
  • Monitoring social and affordable housing outcomes.
