Knox Mobility and Access Action Plan

The Knox Mobility and Access Action Plan is a 10‑year plan to improve accessibility, mobility, pathways, parking, and supporting infrastructure in Knox, shaped by community input to ensure safer, more inclusive travel for people of all abilities.

Creating a more accessible and connected Knox

The Knox Mobility and Access Action Plan 2025–2036 sets out our 10‑year roadmap to make it easier, safer and more comfortable for people of all abilities to move around our city. The plan focuses on improving pathways, accessible parking, crossings, signage, and public amenities—guided by strong community input and detailed access audits.

This work supports our long‑term vision for Knox as a place where everyone can get to the people, services and destinations that matter most.

Why this plan matters

Knox has a diverse and ageing population, and many residents experience mobility limitations.

Here’s what we know:

  • 17.2% of people in Knox live with a disability.
  • 9.8% have a physical disability impacting mobility.
  • 12.4% use mobility aids such as wheelchairs, canes, scooters or frames.
  • 38% of people with disability find it difficult to use some or all forms of public transport.
  • People with mobility impairments often walk more slowly, need more space, and find uneven surfaces and steep ramps particularly challenging.

Residents also told us about issues such as uneven paths, unsafe crossings, limited accessible parking and difficulty navigating activity centres.

What we're working towards

  • making pathways safer, wider and better maintained
  • increasing accessible car parking in the right places
  • improving pedestrian crossings and connections to key destinations
  • using universal design in all infrastructure upgrades
  • enhancing seating, shade, signage, tactile markers and other public amenities

These actions aim to minimise barriers and support safe, independent travel for all community members.

How we developed the plan

We listened closely to people with lived experience of disability through:

  • access audits at 11 precincts
  • walk-throughs with community members with mobility issues at six activity precincts
  • online surveys, maps and feedback tools
  • workshops and interviews
  • collaboration with the Knox Disability Advisory Committee

This community insight helped us understand real‑life challenges such as hazards on paths, steep pram ramps, missing links, and lack of accessible parking.

Key focus areas and actions

Below are the main ways we are improving mobility and accessibility across Knox.

1. Accessible car parking

We aim to make parking more accessible, safe and convenient for people using mobility aids.

We will:

  • Look at increasing enforcement to stop people without permits from using accessible parking spaces.
  • Advocate to developers and private operators to provide more accessible parking.
  • Seek feedback from the Knox Disability Advisory Committee on the current supply of accessible parking.
  • Install at least one accessible space for every 50 regular spaces in Council car parks.
  • Upgrade existing non‑compliant accessible parking spaces.
  • Create accessible parking maps for Council‑owned car parks.
  • Explore options for senior parking and parents‑with‑prams parking.
2. Pathways

Our goal is safe, wide, gently sloping and well‑maintained paths.

We will:

  • Prioritise streets that don’t have footpaths for future works.
  • Encourage developers to include accessible paths in new subdivisions.
  • Make paths wider and reduce steepness where possible.
  • Remove or reduce path obstructions through maintenance and upgrades.
  • Continue upgrading non‑compliant pram ramps.
  • Improve auditing processes to identify footpath issues sooner.
  • Explore safer, more eco‑friendly footpath materials.
3. Connectivity

We want a connected pathway network that makes it easy to reach shops, services, parks and public transport.

We will:

  • Improve safety at crossings and add new crossings where needed.
  • Prioritise building missing links in the footpath network.
  • Seek funding to speed up accessible pathway and crossing upgrades.
  • Advocate for accessible paths that connect directly to bus stops.
  • Improve wayfinding signage to better support people using mobility aids.
4. Supporting infrastructure

We aim to make public spaces more comfortable and functional for everyone.

We will:

  • Consider adding landings on steep paths and DDA‑compliant handrails on stairs.
  • Use high‑contrast materials to make hazards more visible.
  • Install more accessible seating and drinking fountains along pathways.
  • Improve tactile ground surface indicators (TGSIs) for people with vision impairment.
  • Advocate for accessible bus stops and shelters.
  • Plant more trees to increase shade along key paths.
  • Refer lighting improvements along off‑road paths to Council’s Public Lighting Policy.
5. Planning for the future

We will:

  • Advocate for smart crossing technology that adjusts signals automatically.
  • Develop priority criteria to guide future accessibility projects.
  • Create a best‑practice toolkit to help staff and developers incorporate universal design.
  • Encourage EV charging stations to include accessible pathways.
