Norvel Estate Rezoning and Planning Permit Application (Amendment C184knox)

The amendment changes the zoning of the former Norvel Road quarry in Ferntree Gully, along with nearby Council land. This will allow for new housing, protect open space and conserve the natural environment.

The planning permit also allows the land to be subdivided and some native vegetation to be removed.

About the Amendment

The amendment applies to the former Norvel Road Quarry site located at 29 and 29R Norvel Road in Ferntree Gully.  

The amendment also applies to the Seecal Road, Castricum Place, and Norvel Road Reserves, and the adjoining bushland site located immediately to the north of the former Norvel Road Quarry site at 54 Agora Boulevard and 59R Rankin Road.

The Amendment

  • Amended Clause 15.01-1L (Urban Design on residentially zoned land), Clause 15.01-2L (Accessible design) and Clause 15.01-5L (Neighbourhood character) to exempt the new NRZ7 from the provisions of these policies
  • Inserted a new Schedule 7 to Clause 32.09 (Neighbourhood Residential Zone) (NRZ7)
  • Rezoned affected land to the Neighbourhood Residential Zone – Schedule 7, Public Conservation and Resource Zone and Public Park and Recreation Zone

Intention of the Amendment

  • Allow for housing development (maximum 2 storeys) that is consistent with the surrounding residential area
  • To retain protection for the bushland area that has been identified as a Site of Biological Significance
  • To support the development of a shared path and bike trail connecting Castricum Place and Norvel Estate to the Blind Creek Reserve trail 

About the Permit

The permit applies to 29 and 29R Norvel Road in Ferntree Gully.

The Permit approves:

  • Staged subdivision into 138 residential lots and additional reserves and associated works
  • Works associated with the construction of pathways/bike trail
  • Vegetation removal

Intention of the Permit:

  • Deliver additional housing
  • Provide for open space and improved environmental outcomes with the creation of a bushland conservation reserve
