About the Accessible Parking Permit (APP)
Accessible Parking Permits are available as:
- temporary permits for 12 or 24 months
- long-term permit for 5 years for individuals
- permanent permits for 10 years, renewable at 5 years without reassessment.
Functional assessments can be completed by either an occupational therapist (OT) or a General Practitioner (GP).

Types of APP permits
Australian Disability Parking Permit
This allows you to park in an accessible parking bay and park in an ordinary parking bay for twice the time limit specified.
Victorian Double Time Accessible Parking Permit
This only allows you to park in an ordinary parking bay for twice the time indicated by any signage, excluding paid car parking.
How to apply for a new permit or renew a permit (individuals)
There are 3 ways to apply
If your application is successful, your permit will be sent to your preferred mailing address.
The fastest way to receive your permit is to request delivery to your residential or mailing address.
For permits delivered to Council for collection, you will receive an SMS notification.

Apply for a new permit or to renew a permit (organisations)
You need to apply online. To start your application, visit the Accessible Parking Permits website.
You will receive an application reference number via SMS.
You will receive an email from Council asking you to provide supporting documents. Your application will be processed once the documents have been verified.
Once processed, your permit will be sent to Council for collection. You may receive an SMS asking you to bring supporting documents when you collect your permit. If you have already provided these documents, you do not need to bring them again.
Replace an existing permit (individuals and organisations)
You can apply online or by requesting a paper application from Council. If your Accessible Parking Permit is lost or stolen, a Statutory Declaration is required with your replacement request, which you can provide when you collect your replacement permit from Council.
If your permit is damaged or you find a lost permit, you should return it to Council. You can collect your replacement permit from Council at no cost.
