Stormwater & flood information reports

Council can provide stormwater and flood information for all properties within Knox. This information can be helpful when preparing your application for building, planning or road opening permits.

About the reports

There are three different reports available:

  1. Approved Point of Discharge Report
  2. Stormwater Planning Report
  3. Flood Information Report

Approved Point of Discharge Report

  • Required for Building Permit applications where a connection to the Council stormwater system is intended.
  • Required for Road Opening permit applications where a connection to the Council stormwater system is intended.
  • Identifies the Approved Point of Discharge (APD) - the location where your property’s private stormwater system connects to Council’s system. 

Includes:

  1. Approximate location of stormwater connection
  2. Type of Council asset (stormwater pit, pipe, or kerb and channel)
  3. Council asset details (where available) including dimensions, depth and offset

Stormwater Planning Report

  • Required for Planning Permit applications where a connection to the Council stormwater system is intended.
  • Can also be utilised for Building Permit applications in lieu of the Approved Point of Discharge Report for works approved under a Planning Permit.

The Stormwater Planning Report includes:

  1. An Approved Point of Discharge (APD)
  2. The Permissible Site Discharge (PSD) which is the maximum flow rate of stormwater leaving the property, expressed in Litres per second (L/s)
  3. An indication of drainage or drainage/sewerage easement locations
  4. An indication of Council stormwater asset locations
  5. Whether the property is affected by flood risk as identified by Melbourne Water via the following planning controls:
    • Land Subject to Inundation Overlay (LSIO)
    • Special Building Overlay (SBO)
  6. Whether the property has been designated by Council as being affected by flood risk under Regulation 153 of the Building Regulations (38/2018)
  7. Whether the property has been identified by Council as being affected by flood risk as part of its flood modelling and mapping program.

Flood Information Report

  • Required as part of the Building Permit process if the property is designated under Regulation 153 of the Building Regulations (38/2018)
  • Drawing on Council's detailed flood modelling, the report outlines the impacts of the major (1% AEP) flood event.
  • Details provided on the major flood event include:
    1. Flood extent
    2. Flood levels in metres to Australian Height Datum (AHD)
    3. Flood depths in metres
    4. Flood velocities in metres per second
    5. Flood hazard classification
  • Provides the opportunity to request excerpts of Council’s flood modelling data to support a Report & Consent application for properties designated under Regulation 153 of the Building Regulations (38/2018).

Fee

A standard fee of $240.65 (GST exempt) is payable for each report. This is a statutory fee set by the Victorian Government.

How to apply

You can request a stormwater or flooding information online.

You need to register to use the service.

Payment via credit card is required when submitting your application.

Processing your request

Your request will be allocated to Council's Stormwater team to review and process the report.

We aim to respond to all requests for reports within ten working days.
