A New Plan for Rowville - Rowville Plan (C131 2016)

What is the Rowville Plan?

The Rowville Plan 2015 is a strategic document developed with the local community over the last two years. It sets out a vision and direction for the residential neighbourhoods, commercial areas, and community facilities near Stud Road over the next 20 years. Its purpose is to help guide decisions on a wide range of issues important to the future of Rowville, from housing and development to infrastructure and community services.

Amendment C131

The Rowville Plan 2015 supports proposed changes to the Knox Planning Scheme through Amendment C131. This includes new residential zones introduced by the state government and defined by the Knox Housing Strategy, as well as new overlays and local policies specific to Rowville that will guide future development locally.

Amendment C131 was gazetted on 17 March 2016 and now forms part of the Knox Planning Scheme. You can read more about Amendment C131, the Knox Housing Strategy, and Residential Design Guidelines at Council’s Future Housing page.

  • Resolution to review the previous Stud Park Structure Plan – 27 April 2011
  • Appointment of the Rowville Community Reference Group – 10 July 2012
  • Endorsement of the Draft Rowville Plan 2013 and Background Reports for public exhibition – 26 November 2013
  • Summary of submissions received and endorsement of post-exhibition changes – 24 June 2014
  • Summary of Panel recommendations and adoption of the Rowville Plan 2015 – 27 January 2015
