Rezoning of Council surplus assets (Amendment C174knox)

Amendment C174knox proposes the rezoning of Council declared surplus assets, including 3 early years sites.


About the Amendment

Amendment C174knox proposes the rezoning of 3 sites:  

  • 4 Coorie Avenue, Bayswater (the Coorie Avenue Children and Family Centre)
  • 10 Tamara Street, Wantirna South (the NG Haynes Children and Family Centre)
  • the south-east corner of 69-75 Eildon Parade, Rowville (the Eildon Parade Preschool) that is currently zoned Public Use Zone – Local Government (PUZ6).

The Amendment proposes to rezone each site from the Public Use Zone (Schedule 6) to the Neighbourhood Residential Zone (Schedule 4). 

The proposed residential zoning reflects the existing residential neighbourhoods surrounding each of the sites.

The consistent application of the Neighbourhood Residential Zone (Schedule 4) will ensure any subsequent development or use on the subject sites is in keeping with the existing character of the surrounding area.

17 June to 23 July 2021

The Amendment underwent a period of public exhibition.

A total of 7 submissions were received.

Submissions to the Amendment are now closed.

13 September 2021

At the Strategic Planning Committee meeting, Council resolved to request the Minister for Planning to appoint a Planning Panel to consider submissions to the Amendment.

A directions hearing was held via video conference.

23 November 2021 A panel hearing was held via video conference.


31 January 2022

At the Council meeting, Council adopted C174knox, and resolved to submit the amendment to the Minister for Planning for approval.

Panel report

In late November 2021, we received a Panel Report from Planning Panels Victoria.

In this report, the panel recommended that Amendment C174knox be adopted as proposed. 

Adoption of the amendment

At the Council meeting on 31 January 2022, Council adopted C174knox and resolved to submit it to the Minister of Planning for approval.

If the amendment be approved by the Minister of Planning, it will be announced and incorporated within the Knox Planning Scheme.
