Reference and Incorporated documents

Reference and Incorporated documents provide background information on particular policies or provisions in the Knox Planning Scheme.

They are used by Knox City Council to guide decision-making and can help inform the planning scheme.

About reference documents

Reference documents can be:

  • used as a basis for preparing, and reviewing the Municipal Strategic Statement, local planning policies or requirements in the planning scheme
  • mentioned in the planning scheme as a source of useful background information.

Reference documents have a limited role in decision-making as they are not part of the planning scheme.

They do not have the same status as incorporated documents or carry the same weight.

About incorporated documents

Incorporated documents must be taken into account by Council (and VCAT) when making decisions on planning permit applications.

They can only be amended by a planning scheme amendment.
