Changes to Knox residential zones (Amendment GC172)

The Minister for Planning amended the zoning of residential land in the planning schemes of several municipalities including Knox.

These changes came into effect on 23 December 2020.

Amendment GC172 sought to correct height inconsistencies that occurred when Amendment VC110 was implemented in 2017.

The implementation of the reformed residential zones as part of VC110 created height inconsistencies where some parts of Victoria have a maximum building height specified in a schedule to a residential zone that is lower than the maximum building height specified in the reformed residential zone.

Amendment GC172 rezones residential land in the affected planning schemes to be consistent with the reformed residential zones. The amendment also makes changes to municipal planning statements and local planning policy that are required as a result of changes to local residential zone schedules.

About the Amendment

The following changes affecting Knox have been made under Amendment GC172 by the Minister for Planning:

  • General Residential Zone Schedule 2 (GRZ2) rezoned to Neighbourhood Residential Zone Schedule 4 (NRZ4) to retain the maximum building height of 9m. The ‘Knox Neighbourhood’ housing character areas affected include parts of: 
    • Bayswater
    • Boronia
    • Ferntree Gully
    • Knoxfield
    • Lysterfield
    • Rowville
    • Scoresby
    • Wantirna
    • Wantirna South.
  • General Residential Zone Schedule 3 (GRZ3) amended to modify the maximum building height from 9m to 11m. The ‘Local Living’ housing character areas affected include the surrounding land around the larger local villages of:
    • Wantirna Mall
    • Studfield
    • Scoresby Village
    • Mountain Gate.
  • General Residential Zone Schedule 5 (GRZ5) rezoned to Neighbourhood Residential Zone Schedule 5 (NRZ5) to retain the maximum building height of 9m. The ‘Bush Suburban’ housing character areas affected include parts of:
    • Bayswater
    • Boronia
    • Ferntree Gully
    • Knoxfield
    • Lysterfield
    • Rowville
    • Wantirna South.
  • General Residential Zone Schedule 6 (GRZ6) rezoned to Neighbourhood Residential Zone Schedule 6 (NRZ6) which modifies the maximum building height from 8m to 9m. The area affected include parts of the Ferntree Gully Neighbourhood Activity Centre.
  • Neighbourhood Residential Zone Schedule 1 (NRZ1) amended to modify the maximum building height from 8m to 9m. The ‘Bush Suburban’ housing character areas affected include parts of:
    • Boronia
    • Ferntree Gully
    • Lysterfield
    • The Basin
    • Upper Ferntree Gully.

Minor changes were also made to policy 21.06 – 6 Housing to reflect the zone changes.
